Driving License in Vietnam for Foreigners

In Vietnam, “I have a licence” is not enough. The licence must be recognized for the exact vehicle: moped under 50cc, scooter or motorcycle, car, manual or automatic. Vietnam Law on Road Traffic Order and Safety 2024 sets the general principle: a driver must have a valid licence suitable for the vehicle and carry vehicle documents and compulsory civil liability insurance while driving.

There are three practical routes: drive with a foreign licence plus an official 1968 IDP, rely on temporary recognition of an ASEAN domestic licence, or exchange a valid foreign licence for a Vietnamese one. If none of these routes fits, use Grab, Xanh SM, taxi, private driver, or public transport.

A rental shop that hands over a motorbike without checking paperwork does not solve the legal problem. After a crash, the licence category, lawful driving status, and insurance wording matter more than what the shop said.

Vietnam Circular 29/2015/TT-BGTVT on IDP use describes IDP use in Vietnam for permits issued by states party to the 1968 Vienna Convention: the driver must carry both the international driving permit and the national licence it is based on. For Russian-speaking drivers, this means a standalone plastic “international driving license” is not enough.

For Russian citizens, the usual workable setup is a Russian national licence plus an official Russian IDP under the 1968 convention, with the right category. ConsultantPlus: Russian national and international driving permits notes that Russian international permits are issued based on a national licence and are valid for up to three years, not beyond the national licence expiry. A Russian category B car licence alone does not make most scooter riding legal.

For Kazakhstan, Kyrgyzstan, Uzbekistan, Belarus, Armenia, Georgia, Moldova, and other CIS-issued licences, verify the issuing country rather than assuming one CIS rule. Check whether it issues an official 1968 IDP, what category is shown, and whether the insurer accepts the combination. Russian-language resources such as Russian.vn: driving licences in Vietnam are useful for terminology and common questions, but final legal checks should rely on the issuing authority and Vietnamese rules.

VietnamPlus: IAA international licences are not valid in Vietnam warns that international driving permits from private organizations such as IAA are not recognized in Vietnam. This is a common trap: an impressive-looking online document is not a substitute for an official IDP from the competent authority.

From January 1, 2025, Vietnam Law on Road Traffic Order and Safety 2024 describes Class A1 as covering two-wheeled motorcycles up to 125cm3 or electric motorcycles up to 11kW, while Class A covers motorcycles over 125cm3 and vehicles covered by Class A1. Before renting, check engine size and match it to your licence category.

A moped under 50cc is legally different from the common rental scooter. Many tourist rentals are 110-125cc, where category questions become real. If you are unsure, ask for the bike registration document or model photo and check specifications before paying.

A car licence helps only for the matching car category. It does not automatically cover a motorcycle or scooter. The reverse is also true: a motorcycle category does not let you drive a car.

ASEAN Agreement on recognition of domestic driving licences provides for recognition of domestic driving licences issued by ASEAN countries during temporary stays in other ASEAN countries, and Centre for International Law: Vietnam accession to ASEAN licence agreement records Vietnam’s accession on January 22, 1997. This matters for Indonesian, Thai, Malaysian, Singaporean, Philippine, and other ASEAN licences.

The nuance is that many Russian-speaking residents of Asia are not citizens of the country that issued their licence. If you are Russian or another non-ASEAN citizen with an Indonesian or Thai licence, ask whether temporary recognition applies to your status, whether an English version or translation is needed, and whether your insurer accepts that setup.

For checking, prepare the original ASEAN licence, passport, status document in the issuing country, proof of temporary entry into Vietnam, vehicle category, English translation if needed, and a link to the agreement. For a long stay in Vietnam, Vietnamese licence exchange is usually a clearer route.

If you live, work, or study in Vietnam, exchange can be clearer for long-term driving. Vietnam’s public service portal Vietnam National Public Service Portal: foreign licence exchange says foreigners residing, working, or studying in Vietnam with a valid national driving licence and a document such as temporary residence card, residence card, stay card, or permanent residence card valid for 3 months or more may be considered for exchange to a corresponding Vietnamese licence.

The same portal lists key exclusions: temporary foreign licences, international licences, expired or damaged licences, documents with identity discrepancies, suspicious licences, and licences not issued by competent authorities are not exchanged. In other words, an IDP can help in a valid driving scenario, but usually is not itself the document exchanged.

The Vietnamese licence validity for a foreigner depends on the stay document, foreign licence validity, and maximum validity for the Vietnamese category. If your TRC, passport, or foreign licence expires soon, check whether applying now makes sense.

The current procedure card Current public service procedure for foreigners lists 5 working days and a 135,000 VND licence issuance fee for exchanging a foreigner’s driving licence. Procedure ownership and local routing have changed, so open the current service card and select the city where you actually live or file.

The listed documents include the application form, Vietnamese translation of the foreign licence certified by a notary or eligible representative office, a driver health certificate with a stated exception for some foreigners, and a copy of a document such as TRC, residence/stay/permanent residence card, diplomatic ID, or official ID valid for at least 3 months. Local offices may ask to see originals.

In practice, prepare passport, visa or TRC, foreign licence, certified translation, photo or on-site digital photo, health certificate if required, and your insurer’s contact. If your name is written differently across documents, clarify the correction before filing.

For insurance, the existence of a plastic card is not enough. Check engine size, scooter or motorcycle riding, driver versus passenger status, helmet, alcohol exclusions, off-road use, long routes, evacuation, and exclusions for lack of a valid legal licence.

If stopped, it is better to carry the original licence, IDP or Vietnamese licence, passport or passport copy, stay document, bike registration, and the owner’s insurance document. Phone photos can help, but may not replace originals after an accident.

If the paperwork does not fit, do not drive “just once”. For a clinic visit, airport trip, city ride, or inter-district travel, GrabBike, Xanh SM Bike, taxi, transfer, or driver is usually easier than risking fines, insurance denial, and liability after a crash.
